The Australian Public Service is full of highly capable officers who have been doing APS 5–6 level work for years without a PSP (Public Sector) Diploma to show for it. Some entered government through contract roles. Others were promoted quickly based on performance and never had a structured qualification pathway. Many simply don't know the PSP pathway exists. RPL addresses this directly.
Why government work aligns well with RPL
Government work generates exactly the type of evidence that RPL assessors look for: written briefs and advice, policy papers and consultation documents, program and project plans, procurement records, stakeholder correspondence, and performance records. APS officers are well-placed for RPL because the accountability and documentation requirements of the APS produce a natural evidence base.
Which PSP qualification is right for you?
- Certificate IV in Government (PSP40122) — for APS 3–4 officers and newer government employees
- Diploma of Government (PSP50122) — for APS 5–6 officers performing substantive policy, program, or advisory work
- Advanced Diploma of Government (PSP60122) — for EL1 and EL2 officers in senior leadership and management roles
What evidence can government employees submit?
Government employees should be mindful of information security and confidentiality requirements when gathering RPL evidence. Common approaches include:
- Redacted copies of briefs, policy papers, or advice — with names, classification markings, and sensitive operational details removed
- Position descriptions confirming your APS classification and responsibilities
- Supervisor or colleague attestations (statutory declarations or reference letters)
- Training and professional development records
- Performance review documentation (with sensitive commentary redacted)
- A competency discussion with the RPL assessor describing specific scenarios from your work
You do not need to provide classified or sensitive information to complete RPL. A skilled RPL assessor can work with redacted evidence and a detailed verbal account of your work. The assessment is about competency, not clearance.
How does a PSP Diploma help your APS career?
A PSP Diploma signals to APS selection panels that you have formal, sector-specific credentials — not just generic business qualifications. It demonstrates a specific understanding of government accountability, legislative frameworks, and APS Values that BSB qualifications don't cover. For competitive EL1 and EL2 applications, this differentiation matters.
