Forklift Course vs HRWL: What Is the Difference and Do You Need Both?

A lot of people say 'forklift licence' when they mean two different things. The TLILIC0003 course is the training. The HRWL is the licence. You need both. Here's how it works.

There's a common misconception that completing a forklift training course gives you a forklift licence. It doesn't. In Australia, the course and the licence are two separate things, and you need both before you can legally operate a forklift at work.

Step 1: The Forklift Course (TLILIC0003)

TLILIC0003 Licence to Operate a Forklift Truck is the nationally recognised training course. It is delivered by a registered training organisation (RTO) over 2 to 3 days and includes theory, practical operation, and a formal assessment.

When you pass the assessment, the RTO issues you a Statement of Attainment and a Notice of Assessment (SafeWork NSW Form 1263). This form is what you need for the next step.

Step 2: The High Risk Work Licence (HRWL)

The HRWL is issued by SafeWork NSW (or the equivalent regulator in your state). You apply for it using the Notice of Assessment from your training course, along with proof of identity and the application fee.

The HRWL is the actual licence that authorises you to operate a forklift at work. Without it, you are not legally permitted to use a forklift — even if you have the Statement of Attainment from the training course.

The forklift course proves you can operate a forklift safely. The HRWL gives you legal permission to do so at work. You need both.

How Long Does the HRWL Last?

A forklift HRWL is valid for 5 years from the date of issue. You must renew it before it expires. Renewal does not require you to redo the full training course, but you must submit a renewal application to SafeWork NSW before the licence lapses.

Can I Operate a Forklift While Waiting for My HRWL?

In NSW, you may be permitted to operate a forklift under direct supervision while your HRWL application is being processed, provided you hold the completed Notice of Assessment. Check with SafeWork NSW for the current rules on supervised operation during the application period.
