How to Get Qualified for Government Jobs in Australia: The PSP Pathway

The Australian Public Service employs 170,000 people across Commonwealth agencies — and state and territory governments employ hundreds of thousands more. The PSP training package provides the formal qualification pathway aligned to this work. Here's how it works.

Government careers are among the most stable and well-compensated in Australia. Strong superannuation (15.4%), structured progression, genuine work-life balance, and meaningful work draw thousands of applicants each year. But navigating the qualification requirements for APS roles isn't always straightforward — and the PSP (Public Sector) training package is little-known outside government.

What is the PSP training package?

The Public Sector (PSP) training package is the national framework of qualifications designed specifically for government work. Unlike the BSB (Business Services) training package that applies broadly across all industries, PSP qualifications are built around government frameworks, legislation, accountability requirements, and APS Values. They're rare — most online RTOs don't offer them — which makes them genuinely valuable on a government resume.

How does the APS classification system work?

APS roles are classified from APS 1 through APS 6, then Executive Level 1 (EL1), Executive Level 2 (EL2), and the Senior Executive Service (SES). APS 3–4 are experienced officer roles. APS 5–6 are the main professional workforce — policy officers, program managers, analysts. EL1 is team leader or manager level. EL2 is senior manager. The PSP qualifications map directly to these levels.

Do you need a PSP qualification to work in government?

No — PSP qualifications are not a mandatory requirement for APS employment. However, they signal an understanding of how government works specifically, not just how organisations work in general. For competitive APS 5–6 and EL1 positions, a PSP Diploma carries more weight than a general BSB Diploma because it demonstrates sector-specific competency.

RPL for government employees

Many APS officers have been performing Diploma-level government work for years without a formal PSP qualification. RPL is available for PSP qualifications and can significantly compress the time to qualification. Evidence typically includes position descriptions, work samples (with sensitive content redacted), supervisor references, and a competency discussion. If you've been working at APS 5–6 level, RPL for the Diploma of Government is worth exploring.

PSP qualifications are among the most underutilised in the Australian VET system. Most APS employees have never heard of them — which means holding one is a genuine differentiator in government recruitment.
